Declaration of the Grand Council of Fascism, October 6, 1938

Declaration on Race

The Grand Council of Fascism, following the conquest of the Empire, declares the urgent relevance of racial problems and the necessity of a racial consciousness. Remember that for sixteen years Fascism has carried out, and continues to carry out a positive activity, aimed at the quantitative and qualitative improvement of the Italian race, an improvement which could be seriously compromised, with incalculable political consequences, by crossbreeding and bastardization.

The Jewish problem is simply the metropolitan aspect of a more general problem.

The Grand Council of Fascism establishes:

a) marriages between Italians and those belonging to Hamitic, Semitic and other non-Aryan races are forbidden;

b) State employees and employees of public institutions—civil and military personnel—are forbidden to marry foreign women of any race;

c) the marriage of Italians to foreigners—even to foreigners of other Aryan races—must have the prior approval of the Ministry of the Interior;

d) the sanctions must be reinforced against those who attack the prestige of the race in the territories of the Empire.


Jews and Judaism.

The Grand Council of Fascism recalls that world Jewry—especially after the abolition of Freemasonry—has been the instigator of anti-Fascism in all fields, and that foreign and external Italian Judaism—at some crucial moments, such as in 1924-25 and during the Ethiopian war—were unanimously hostile towards Fascism.

The immigration of foreign elements—which intensified greatly since 1933—has worsened the frame of mind of Italian Jews against the Regime, which is not sincerely accepted, since it is antithetical to the psychology, the politics, and the internationalism of Israel.

All anti-Fascist efforts can be traced back to Jewish elements; world Jewry is, in Spain, on the side of the Bolsheviks of Barcelona.


The prohibition of entry and expulsion of foreign Jews.

The Grand Council of Fascism believes that the law concerning the prohibition of entry into the Kingdom by foreign Jews could not be further delayed, and that the expulsion of the undesirables—to use the expression in vogue and applied by the great democracies—is absolutely necessary.

The Grand Council of Fascism has decided that, other than particularly controversial cases which will be decided by the special commission of the Ministry of the Interior, expulsion does not apply to foreign Jews when:

a) they are over 65 years of age;

b) they have contracted an Italian mixed marriage before October 1, 1938.


Jews of Italian citizenship.

The Grand Council of Fascism establishes the following, regarding who belongs or does not belong to the Jewish race:

a) those born of parents who are both Jews are of the Jewish race;

b) those born of a Jewish father and a mother of foreign nationality are of the Jewish race;

c) those who practice the Jewish religion, even though born of a mixed marriage, are of the Jewish race;

d) those born of a mixed marriage and practice another religion which is not the Jewish religion, at the date of October 1, 1938, are not of the Jewish race.


Discrimination amongst Jews with Italian citizenship.

No discrimination will be applied—except in every case of teachers in schools of any grade—to Jews of Italian citizenship (as long as they have not, for other reasons, been deemed unworthy) who belong to:

1) families of the Fallen in the four wars sustained by Italy during this century: Libyan, World, Ethiopian, Spanish;

2) families of volunteers in the Libyan, World, Ethiopian, and Spanish Wars;

3) families of those who fought in the Libyan, World, Ethiopian, and Spanish Wars and were decorated with the War Merit Cross;

4) families of the Fallen for the Fascist cause;

5) families of those maimed, disabled, or wounded for the Fascist cause;

6) families of members of the Fascist Party during the years '19, '20, '21, '22, and in the second half of '24, and families of Legionnaires in Fiume;

7) families holding exceptional merits which will be ascertained by a special commission.


The other Jews.

Italian citizens of the Jewish race not belonging to the above mentioned categories, pending a new law concerning the acquisition of Italian citizenship, may not:

a) be members of the National Fascist Party;

b) own or manage a business of any kind that employs 100 or more people;

c) own more than 50 hectares of land;

d) serve in the military in times of peace and war.

The exercise of the professions will be subject to further provisions.

The Grand Council of Fascism also decides:

1) that the normal right to pensions will be recognized for the Jews dismissed from public positions.

2) that every form of pressure upon the Jews to obtain abjurations will be rigorously punished;

3) that nothing is changed with regard to the free exercise of worship and the activity of the Jewish communities according to current laws;

4) that, together with elementary schools, the establishment of secondary schools for the Jews is permitted.


Immigration of Jews to Ethiopia.

The Grand Council of Fascism does not exclude the possibility of allowing, in order to prevent Jewish immigration to Palestine, a controlled immigration of European Jews into some areas of Ethiopia.

These and any other conditions extended to the Jews may be annulled or worsened, depending upon the attitude that Jewry takes towards Fascist Italy.


Chairs of Racialism.

The Grand Council of Fascism is pleased to note that the Minister of National Education has created chairs for the study of race in the most important universities of the Kingdom.


To the Black Shirts.

The Grand Council of Fascism, while it notes with satisfaction that the racial problems have aroused exceptional interest amongst the Italian people, announces to the Fascists that the directives of the Party in this matter are to be considered fundamental and binding for all, and that the regulations that will be promptly prepared by the individual ministers must be inspired by the directives of the Grand Council.
