Dichiarazione del Direttorio nazionale del PNF, 26 maggio 1942


Il Direttorio nazionale del P.N.F. acclama la seguente dichiarazione, redatta da Mussolini:

Il Direttorio del P.N.F., nelle sue prime riunioni dopo il rapporto dei federali, presiedute dal Duce, afferma che il compito fondamentale del Partito, secondo lo statuto approvato dal Gran Consiglio nella riunione dell'11 marzo XVI, è la difesa e il potenziamento della rivoluzione fascista, l'organizzazione e l’educazione politica del popolo italiano, secondo i capisaldi che costituiscono la dottrina del fascismo e che esigono un diverso, più alto costume politico-morale-sociale in pace e, soprattutto, in guerra.

I fascisti, che hanno il privilegio di essere gli artefici e i portatori della verità rivoluzionaria del fascismo, devono dimostrare, con l'esempio, che hanno il diritto e quindi il dovere di assolvere questo compito. Tutte le istituzioni create dal regime, in ogni campo, devono servire corre strumenti per la progressiva e integrale educazione politica del popolo italiano. A tale scopo il Direttorio ha deciso di invitare le singole Federazioni ad effettuare una rigorosa selezione fra i gregari per allontanare tutti coloro che, per un motivo qualunque, non meritano più l'onore di militare sotto i gagliardetti del Littorio, consacrati dal sacrificio e dal sangue di migliaia di camerati.

Il Direttorio riafferma che la Gioventù Italiana del Littorio, fondata e voluta dal Duce, rappresenta lo strumento principe per l'educazione del popolo italiano, per cui alla Gioventù Italiana del Littorio devono estere consacrare le massime cure del Partito. Anche qui il concetto quantitativo o meramente numerico deve essere integrato dal concetto qualitativo e differenziato.

Il Direttorio saluta nei giovani camerati alle armi, studenti, contadini, operai, che hanno combattuto e combattono, l'espressione eroica della gioventù del tempo fascista e innalza la resistenza dei giovani fascisti a Bir el Gobi quale consacrazione e simbolo di quello che possa la fede nel fascismo.

Il Direttorio si dichiara pienamente convinto che i giovani degni di questo nome conserveranno e difenderanno, tramandandoli, i "valori" creati dalla rivoluzione delle camicie nere, col sangue dello squadrismo e con le realizzazioni del regime. Tali valori sono: la dedizione assoluta alla patria e l'orgoglio della nostra razza e della nostra storia; la disciplina consapevole e l'impegno più serio in ogni ordine di attività; l'amore al combattimento e l'abitudine al pericolo; il coraggio e il dovere della verità; il disinteresse nelle funzioni di comando; la netta separazione fra il sacro e il profano; la schietta lealtà nei rapporti personali.

D'ordine del Duce, il segretario del P.N.F. ha disposto che i fascisti ricoprenti cariche o investiti di funzioni di pubblico interesse o di portata politica, non possano assumere né conservare, senza il nulla osta del P.N.F., incarichi amministrativi di carattere permanente o temporaneo, ordinari o straordinari, che non spettino loro di diritto di indipendenza della loro carica o della loro pubblica funzione. Si tratta degli incarichi che riguardano l'amministrazione, la rappresentanza e il controllo di enti pubblici in senso lato e di ogni specie, di aziende o di imprese private individuali, di società civili e commerciali di qualsiasi tipo, di consorzi, di sindacati e di altre organizzazioni economiche o tecniche comunque denominati, ed anche quando le ditte sociali e gli organismi in questione siano irregolarmente costituiti o funzionanti solo di fatto.

Ferme restando le norme in vigore, per quanto si riferisce a incompatibilità e autorizzazioni, il segretario del P.N.F., d'intesa coi ministri dell'Interno, della Giustizia, delle Finanze e delle Corporazioni, determinerà, con suo provvedimento, le cariche e le funzioni di pubblico interesse o di portata politica che importano, per chi ne sia investito, l'obbligo di ottenere il nulla osta del Partito, al fine di assumere o conservare incarichi permanenti o temporanei di amministrazione, rappresentanza o controllo presso enti pubblici o aziende private di cui sopra.

II Direttorio ha deciso che per fanno scolastico 1942-1943, XXI dell'Ora fascista, la Gioventù Italiana del Littorio organizzi la refezione scolastica per tutti indistintamente gli scolari delle classi urbane dell'ordine elementare.

The National Directorate of the National Fascist Party makes the following declaration, drawn up by Mussolini:

The National Directorate of the PNF in its first meetings after the report by the federal authorities, presided over by the Duce, affirms that the fundamental task of the Party, according to the statute approved by the Grand Council in the meeting on March 11, 1938-XVI, is the defense and strengthening of the Fascist Revolution, the organization and political education of the Italian people according to the cornerstones that constitute the doctrine of Fascism and which demand a different, higher political-moral-social custom in peace and, above all, in war.

Fascists, who have the privilege of being the architects and bearers of the revolutionary truth of Fascism, must demonstrate by example that they have the right and therefore the duty to carry out this task. All institutions created by the regime in every field must serve as instruments for the progressive and integral political education of the Italian people. To this end, the Directorate has decided to invite the individual Federations to conduct a rigorous selection among the rank and file to remove all those who, for whatever reason, no longer deserve military honor under the banners of the Fasces, which have been consecrated by the sacrifice and blood of thousands of comrades.

The Directorate reaffirms that the Italian Youth of the Lictor, founded and willed by the Duce, represents the main instrument for the education of the Italian people, and therefore the Party must dedicate supreme cae to the Italian Youth of the Lictor. Here too we must value quality over quantity, that is to say, the purely numerical aspect must be supplemented by a qualitative aspect.

The Directorate salutes the young comrades in arms, students, peasants and workers who fought and are still fighting; you are the heroic expression of the youth of the Fascist era. And we exalt the resistance of the Young Fascists Division at Bir el Gobi as a consecration and symbol of what faith in Fascism can do.

The Directorate declares with full confidence that young people worthy of the name will conserve, defend and pass down the "values" created by the Blackshirt Revolution with the blood of squadrism and the achievements of the Regime. These values are: absolute dedication to the Fatherland and pride in our race and our history; conscious discipline and the most serious commitment in every type of activity; the clear separation between the sacred and the profane; pure loyalty in personal relationships.

On the orders of the Duce, the secretary of the PNF has ordered that Fascists who are charged or invested with functions of public interest or political significance can not assume nor maintain administrative tasks of a permanent or temporary nature, neither ordinary nor extraordinary, which do not belong to them by right of independence of their office or their public function without the authorization of the PNF. These tasks include the administration, representation and control of public bodies in the broad sense and of each kind; of companies or individual private enterprises; of civil and commercial companies of any kind; of consortia; of trade unions and other economic or technical organizations, however denominated, and even when the social firms and organisms in question are irregularly constituted or functioning only in fact.

Without prejudice to the rules in force with regard to incompatibility and authorizations, the Secretary of the PNF, in agreement with the Ministers of the Interior, Justice, Finance and Corporations, will determine with its provision the offices and functions of public interest or of political significance which require—for those who are invested—the obligation of obtaining the Party's authorization in order to assume or maintain permanent or temporary offices of administration, representation or control of public bodies or private companies cited above.

The Directorate has decided that for the scholastic year 1942-1943, Year XXI of the Fascist era, the Italian Youth of the Lictor will organize school meals for the elementary school children of all the urban classes without distinction.

Dichiarazione sulla razza

Il Gran Consiglio del Fascismo, in seguito alla conquista dell'Impero, dichiara l'attualità urgente dei problemi razziali e la necessità di una coscienza razziale. Ricorda che il fascismo ha svolto da sedici anni e svolge un'attività positiva, diretta al miglioramento quantitativo e qualitativo della razza italiana, miglioramento che potrebbe essere gravemente compromesso, con conseguenze politiche incalcolabili, da incroci e imbastardimenti.

Il problema ebraico non è che l'aspetto metropolitano di un problema di carattere generale.

Il Gran Consiglio del Fascismo stabilisce:

a) il divieto di matrimoni di italiani e italiane con elementi appartenenti alle razze camita, semita e altre razze non ariane;
b) il divieto per i dipendenti dello Stato e da Enti pubblici - personale civile e militare - di contrarre matrimonio con donne straniere di qualsiasi razza;
c) il matrimonio di italiani e italiane con stranieri, anche di razze ariane, dovrà avere il preventivo consenso del Ministero dell'Interno;
d) dovranno essere rafforzate le misure contro chi attenta al prestigio della razza nei territori dell'Impero.


Ebrei ed ebraismo.

Il Gran Consiglio del Fascismo ricorda che l'ebraismo mondiale - specie dopo l'abolizione della massoneria - è stato l'animatore dell'antifascismo in tutti i campi e che l'ebraismo estero o italiano fuoriuscito è stato - in taluni periodi culminanti come nel 1924-25 e durante la guerra etiopica - unanimamente ostile al Fascismo.

L'immigrazione di elementi stranieri - accentuatasi fortemente dal 1933 in poi - ha peggiorato lo stato d'animo degli ebrei italiani nei confronti del Regime, non accettato sinceramente, poiché antitetico a quella che è la psicologia, la politica, l'internazionalismo d'Israele.

Tutte le forze antifasciste fanno capo ad elementi ebrei; l'ebraismo mondiale è, in Spagna, dalla parte dei bolscevichi di Barcellona.


Il divieto d'entrata e l'espulsione degli ebrei stranieri.

Il Gran Consiglio del Fascismo ritiene che la legge concernente il divieto d'ingresso nel Regno degli ebrei stranieri non poteva più oltre essere ritardata, e che l'espulsione degli indesiderabili - secondo il termine messo in voga e applicato dalle grandi democrazie - è indispensabile.

Il Gran Consiglio del Fascismo decide che, oltre ai casi singolarmente controversi che saranno sottoposti all'esame dell'apposita commissione del Ministero dell'Interno, non sia applicata l'espulsione nei riguardi degli ebrei stranieri i quali:

a) abbiano un'età superiore agli anni 65;
b) abbiano contratto un matrimonio misto italiano prima del 1° ottobre XVI.


Ebrei di cittadinanza italiana.

Il Gran Consiglio del Fascismo, circa l'appartenenza o meno alla razza ebraica, stabilisce quanto segue:

a) è di razza ebraica colui che nasce da genitori entrambi ebrei;
b) è considerato di razza ebraica colui che nasce da padre ebreo e da madre di nazionalità straniera;
c) è considerato di razza ebraica colui che, pur essendo nato da un matrimonio misto, professa la religione ebraica;
d) non è considerato di razza ebraica colui che è nato da un matrimonio misto, qualora professi altra religione all'infuori della ebraica, alla data del 1° ottobre XVI.


Discriminazione fra gli ebrei di cittadinanza italiana.

Nessuna discriminazione sarà applicata, escluso in ogni caso l'insegnamento nelle scuole di ogni ordine e grado, nei confronti di ebrei di cittadinanza italiana, quando non abbiano per altri motivi demeritato, i quali appartengono a:

1) famiglie di Caduti nelle quattro guerre sostenute dall'Italia in questo secolo; libica, mondiale, etiopica, spagnola;
2) famiglie dei volontari di guerra nelle guerre libica, mondiale, etiopica, spagnola;
3) famiglie di combattenti delle guerre libica, mondiale, etiopica, spagnola, insigniti della croce al merito di guerra;
4) famiglie dei Caduti per la Causa Fascista;
5) famiglie dei mutilati, invalidi, feriti della Causa Fascista;
6) famiglie di Fascisti iscritti al Partito negli anni 19- 20- 21- 22 e nel secondo semestre del 24 e famiglie di legionari fiumani.
7) famiglie aventi eccezionali benemerenze che saranno accertate da apposita commissione.


Gli altri ebrei.

I cittadini italiani di razza ebraica, non appartenenti alle suddette categorie, nell'attesa di una nuova legge concernente l'acquisto della cittadinanza italiana, non potranno:

a) essere iscritti al Partito Nazionale Fascista;
b) essere possessori o dirigenti di aziende di qualsiasi natura che impieghino cento o più persone;
c) essere possessori di oltre cinquanta ettari di terreno;
d) prestare servizio militare in pace e in guerra.

L'esercizio delle professioni sarà oggetto di ulteriori provvedimenti.

Il Gran Consiglio del Fascismo decide inoltre:

1) che agli ebrei allontanati dagli impieghi pubblici sia riconosciuto il normale diritto di pensione;
2) che ogni forma di pressione sugli ebrei, per ottenere abiure, sia rigorosamente repressa;
3) che nulla si innovi per quanto riguarda il libero esercizio del culto e l'attività delle comunità ebraiche secondo le leggi vigenti;
4) che, insieme alle scuole elementari, si consenta l'istituzione di scuole medie per ebrei.


Immigrazione di ebrei in Etiopia.

Il Gran Consiglio del Fascismo non esclude la possibilità di concedere, anche per deviare la immigrazione ebraica dalla Palestina, una controllata immigrazione di ebrei europei in qualche zona dell'Etiopia.

Questa eventuale e le altre condizioni fatte agli ebrei, potranno essere annullate o aggravate a seconda dell'atteggiamento che l'ebraismo assumerà nei riguardi dell'Italia fascista.


Cattedre di razzismo.

Il Gran Consiglio del Fascismo prende atto con soddisfazione che il Ministro dell'Educazione Nazionale ha istituito cattedre di studi sulla razza nelle principali Università del Regno.


Alle Camicie Nere.

Il Gran Consiglio del Fascismo, mentre nota che il complesso dei problemi razziali ha suscitato un interesse eccezionale nel popolo italiano, annuncia ai fascisti che le direttive del partito in materia sono da considerarsi fondamentali e impegnative per tutti e che alle direttive del gran consiglio devono ispirarsi le leggi che saranno sollecitamente preparate dai singoli ministri.

Declaration on Race

The Grand Council of Fascism, following the conquest of the Empire, declares the urgent relevance of racial problems and the necessity of a racial consciousness. Remember that for sixteen years Fascism has carried out, and continues to carry out a positive activity, aimed at the quantitative and qualitative improvement of the Italian race, an improvement which could be seriously compromised, with incalculable political consequences, by crossbreeding and bastardization.

The Jewish problem is simply the metropolitan aspect of a more general problem.

The Grand Council of Fascism establishes:

a) marriages between Italians and those belonging to Hamitic, Semitic and other non-Aryan races are forbidden;

b) State employees and employees of public institutions—civil and military personnel—are forbidden to marry foreign women of any race;

c) the marriage of Italians to foreigners—even to foreigners of other Aryan races—must have the prior approval of the Ministry of the Interior;

d) the sanctions must be reinforced against those who attack the prestige of the race in the territories of the Empire.


Jews and Judaism.

The Grand Council of Fascism recalls that world Jewry—especially after the abolition of Freemasonry—has been the instigator of anti-Fascism in all fields, and that foreign and external Italian Judaism—at some crucial moments, such as in 1924-25 and during the Ethiopian war—were unanimously hostile towards Fascism.

The immigration of foreign elements—which intensified greatly since 1933—has worsened the frame of mind of Italian Jews against the Regime, which is not sincerely accepted, since it is antithetical to the psychology, the politics, and the internationalism of Israel.

All anti-Fascist efforts can be traced back to Jewish elements; world Jewry is, in Spain, on the side of the Bolsheviks of Barcelona.


The prohibition of entry and expulsion of foreign Jews.

The Grand Council of Fascism believes that the law concerning the prohibition of entry into the Kingdom by foreign Jews could not be further delayed, and that the expulsion of the undesirables—to use the expression in vogue and applied by the great democracies—is absolutely necessary.

The Grand Council of Fascism has decided that, other than particularly controversial cases which will be decided by the special commission of the Ministry of the Interior, expulsion does not apply to foreign Jews when:

a) they are over 65 years of age;

b) they have contracted an Italian mixed marriage before October 1, 1938.


Jews of Italian citizenship.

The Grand Council of Fascism establishes the following, regarding who belongs or does not belong to the Jewish race:

a) those born of parents who are both Jews are of the Jewish race;

b) those born of a Jewish father and a mother of foreign nationality are of the Jewish race;

c) those who practice the Jewish religion, even though born of a mixed marriage, are of the Jewish race;

d) those born of a mixed marriage and practice another religion which is not the Jewish religion, at the date of October 1, 1938, are not of the Jewish race.


Discrimination amongst Jews with Italian citizenship.

No discrimination will be applied—except in every case of teachers in schools of any grade—to Jews of Italian citizenship (as long as they have not, for other reasons, been deemed unworthy) who belong to:

1) families of the Fallen in the four wars sustained by Italy during this century: Libyan, World, Ethiopian, Spanish;

2) families of volunteers in the Libyan, World, Ethiopian, and Spanish Wars;

3) families of those who fought in the Libyan, World, Ethiopian, and Spanish Wars and were decorated with the War Merit Cross;

4) families of the Fallen for the Fascist cause;

5) families of those maimed, disabled, or wounded for the Fascist cause;

6) families of members of the Fascist Party during the years '19, '20, '21, '22, and in the second half of '24, and families of Legionnaires in Fiume;

7) families holding exceptional merits which will be ascertained by a special commission.


The other Jews.

Italian citizens of the Jewish race not belonging to the above mentioned categories, pending a new law concerning the acquisition of Italian citizenship, may not:

a) be members of the National Fascist Party;

b) own or manage a business of any kind that employs 100 or more people;

c) own more than 50 hectares of land;

d) serve in the military in times of peace and war.

The exercise of the professions will be subject to further provisions.

The Grand Council of Fascism also decides:

1) that the normal right to pensions will be recognized for the Jews dismissed from public positions.

2) that every form of pressure upon the Jews to obtain abjurations will be rigorously punished;

3) that nothing is changed with regard to the free exercise of worship and the activity of the Jewish communities according to current laws;

4) that, together with elementary schools, the establishment of secondary schools for the Jews is permitted.


Immigration of Jews to Ethiopia.

The Grand Council of Fascism does not exclude the possibility of allowing, in order to prevent Jewish immigration to Palestine, a controlled immigration of European Jews into some areas of Ethiopia.

These and any other conditions extended to the Jews may be annulled or worsened, depending upon the attitude that Jewry takes towards Fascist Italy.


Chairs of Racialism.

The Grand Council of Fascism is pleased to note that the Minister of National Education has created chairs for the study of race in the most important universities of the Kingdom.


To the Black Shirts.

The Grand Council of Fascism, while it notes with satisfaction that the racial problems have aroused exceptional interest amongst the Italian people, announces to the Fascists that the directives of the Party in this matter are to be considered fundamental and binding for all, and that the regulations that will be promptly prepared by the individual ministers must be inspired by the directives of the Grand Council.

Fascismo e Massoneria

Il Gran Consiglio fascista ha ripreso le sue sedute sotto la presidenza dell'on. Mussolini, continuando la discussione sulla politica interna. Si è passato all'esame del secondo comma dell'ordine del giorno: « Partito e Massoneria ». L'argomento è stato trattato ampiamente e vi hanno partecipato il Duce, l'On. Finzi, l'On. Giuriati, l'On. Acerbo, Italo Balbo, l'On. De Stefani, Torre, Bianchi, Calza Bini, Rocca, Giunta, Farinacci, Ricci, Starace, Teruzzi, Sansanelli. Durante la discussione sono stati presentati vari ordini del giorno. Infine, dopo oltre tre ore di discussione, è stato approvato alla unanimità meno quattro astenuti, il seguente ordine del giorno:
« Il Gran Consiglio Nazionale del Fascismo, discutendo il tema « Fascismo e Massoneria » posto all'ordine del giorno della seduta del 12 corrente; considerato che gli ultimi avvenimenti politici e certi atteggiamenti e voti della massoneria danno fondato motivo di ritenere che la Massoneria persegue programmi e adotta metodi che sono in contrasto con quelli che ispirano tutta l'attività del Fascismo: invita i fascisti che sono massoni a scegliere tra l'appartenere al Partito Nazionale Fascista e alla Massoneria, poichè non vi è per i fascisti che una sola disciplina, la disciplina del Fascismo; che una sola gerarchia, la gerarchia del Fascismo; che una sola obbedienza, l'obbedienza assoluta, devota e quotidiana al Capo e ai capi del Fascismo ».
Alla fine della seduta il Duce, invitati i presenti ad alzarsi, ha letto il seguente ordine del giorno approvato per acclamazione:
« Il Gran Consiglio Nazionale del Fascismo saluta i fiumani e tutti i dalmati fratelli che, con sacrifìcio dell'obbedienza alle dolorose ma doverose esigenze derivate al Governo fascista per l'applicazione del Trattato di Santa Margherita, hanno ancora una volta con spirito di magnifica disciplina ben meritato della Patria e li assicura che la solidarietà operante del Governo del Fascismo li assisterà ora e sempre ».

Fascism and Freemasonry

The meeting of the Grand Council of Fascism was attended by the Duce, the Hon. Finzi, Hon. Giuriati, Hon. Acerbo, Italo Balbo, the Hon. De Stefani, Torre, Bianchi, Calza Bini, Rocca, Giunta, Farinacci, Ricci, Starace, Teruzzi, and Sansanelli. The subject of Fascism and Freemasonry was extensively covered. During the discussion various proposals were presented. Finally, after more than three hours of discussion, the following agenda was unanimously approved, minus four abstentions:
"In consideration of the fact that recent political events and the attitude and certain resolutions of Freemasonry have given cause for the belief that Freemasons pursue a program and employ methods contrary to those which inspire the whole activity of Fascism, the Grand Council of Fascism calls upon those Fascists who are Freemasons to choose between membership in the National Fascist Party and Freemasonry. Because for Fascists there is only one discipline, the discipline of Fascism; only one hierarchy, the hierarchy of Fascism; and only one allegiance, the absolute, devout and daily allegiance to the Duce and to the leaders of Fascism."
At the end of the session, the Duce invited those present to stand, and read the following agenda approved by acclamation:
"The Grand Council of Fascism salutes all our Fiumian and Dalmatian brothers who, sacrificing themselves, have given their obedience to the painful but necessary requirements of the Fascist government regarding the application of the Treaty of Rapallo. Once again, their spirit of magnificent discipline has served our Fatherland well, and has assured that the active solidarity of the Fascist Government will assist them now and forever."
