Declaration of the National Directorate of the Fascist Party, May 26, 1942


The National Directorate of the National Fascist Party makes the following declaration, drawn up by Mussolini:

The National Directorate of the PNF in its first meetings after the report by the federal authorities, presided over by the Duce, affirms that the fundamental task of the Party, according to the statute approved by the Grand Council in the meeting on March 11, 1938-XVI, is the defense and strengthening of the Fascist Revolution, the organization and political education of the Italian people according to the cornerstones that constitute the doctrine of Fascism and which demand a different, higher political-moral-social custom in peace and, above all, in war.

Fascists, who have the privilege of being the architects and bearers of the revolutionary truth of Fascism, must demonstrate by example that they have the right and therefore the duty to carry out this task. All institutions created by the regime in every field must serve as instruments for the progressive and integral political education of the Italian people. To this end, the Directorate has decided to invite the individual Federations to conduct a rigorous selection among the rank and file to remove all those who, for whatever reason, no longer deserve military honor under the banners of the Fasces, which have been consecrated by the sacrifice and blood of thousands of comrades.

The Directorate reaffirms that the Italian Youth of the Lictor, founded and willed by the Duce, represents the main instrument for the education of the Italian people, and therefore the Party must dedicate supreme cae to the Italian Youth of the Lictor. Here too we must value quality over quantity, that is to say, the purely numerical aspect must be supplemented by a qualitative aspect.

The Directorate salutes the young comrades in arms, students, peasants and workers who fought and are still fighting; you are the heroic expression of the youth of the Fascist era. And we exalt the resistance of the Young Fascists Division at Bir el Gobi as a consecration and symbol of what faith in Fascism can do.

The Directorate declares with full confidence that young people worthy of the name will conserve, defend and pass down the "values" created by the Blackshirt Revolution with the blood of squadrism and the achievements of the Regime. These values are: absolute dedication to the Fatherland and pride in our race and our history; conscious discipline and the most serious commitment in every type of activity; the clear separation between the sacred and the profane; pure loyalty in personal relationships.

On the orders of the Duce, the secretary of the PNF has ordered that Fascists who are charged or invested with functions of public interest or political significance can not assume nor maintain administrative tasks of a permanent or temporary nature, neither ordinary nor extraordinary, which do not belong to them by right of independence of their office or their public function without the authorization of the PNF. These tasks include the administration, representation and control of public bodies in the broad sense and of each kind; of companies or individual private enterprises; of civil and commercial companies of any kind; of consortia; of trade unions and other economic or technical organizations, however denominated, and even when the social firms and organisms in question are irregularly constituted or functioning only in fact.

Without prejudice to the rules in force with regard to incompatibility and authorizations, the Secretary of the PNF, in agreement with the Ministers of the Interior, Justice, Finance and Corporations, will determine with its provision the offices and functions of public interest or of political significance which require—for those who are invested—the obligation of obtaining the Party's authorization in order to assume or maintain permanent or temporary offices of administration, representation or control of public bodies or private companies cited above.

The Directorate has decided that for the scholastic year 1942-1943, Year XXI of the Fascist era, the Italian Youth of the Lictor will organize school meals for the elementary school children of all the urban classes without distinction.
