Nell'anniversario della firma del Patto che suggellava la determinazione del Giappone, dell'Italia e della Germania di sostenere la lotta contro il comune nemico fino alla vittoria, tengo a riaffermare a Vostra Maestà la mia ammirazione per l'eroismo delle Forze Armate imperiali nipponiche. Insieme con le gloriose armate della Germania nazionalsocialìsta, cui si affiancano le risorte armi italiane, esse raggiungeranno quella vittoria che meritano e che assicurerà al mondo una pace giusta e durevole.

Veggo che dopo l'epurazione della provincia di Trapani, V. E. continua magnificamente l'opera nelle Madonie. Le esprimo il mio vivo e altissimo compiacimento e la esorto a proseguire sino in fondo, senza riguardo per alcuno, in alto o in basso. Il fascismo, che ha liberato l'Italia da tante piaghe, cauterizzerà, se necessario, col ferro e col fuoco, le piaghe della delinquenza siciliana. Cinque milioni di laboriosi e patriottici siciliani non debbono più oltre essere vessati, taglieggiati, derubati e disonorati da poche centinaia di malviventi. Anche questo problema deve essere risolto e sarà risolto. Autorizzo V. S. rendere pubblico questo dispaccio nei giornali locali.

During my trip to Sicily, I said in a public square, in front of a large crowd of cheering people, that it was necessary to free the Sicilian population from rural delinquency and from the "Mafia". I see that after the purge of the province of Trapani, Your Excellency has continued the same work beautifully in the Madonie. I express my deep and highest satisfaction and urge you to continue to this end, and to get to the root of the matter, regardless of any feelings. Fascism, which has freed Italy from many wounds, will cauterize—with fire and sword, if necessary—the wounds of crime in Sicily. Five million hard-working and patriotic Sicilians must not be further harassed, extorted, robbed and dishonored by a few hundred criminals. This problem needs to be solved and will be solved. I authorize Your Excellency to make this dispatch public in local newspapers.

Ultimatum alla Grecia

Roma, 29 agosto 1923

Approvo provvedimenti che Ella ha già presi.

Vostra Signoria chieda per iscritto a codesto Governo seguenti riparazioni da considerarsi le minime compatibili colla gravissima offesa di cui la Grecia si è resa responsabile verso l'Italia:

l) Scuse nella forma più ampia ed ufficiale da presentarsi al Governo italiano formulandole a codesta regia legazione per tramite della più alta autorità militare ellenica.

2) Solenne cerimonia funebre per le vittime del massacro da celebrarsi nella cattedrale cattolica di Atene con intervento di tutti i membri del Governo.

3) Onori alla bandiera italiana, da rendersi nello stesso giorno della suddetta cerimonia, nel modo seguente: una divisione navale italiana giungerà a Falero dopo le otto del mattino ed appena questa sarà ivi all'ancoraggio, un congruo numero di navi da battaglia elleniche (escluse quindi le siluranti le quali anzi dovranno rimanere ancorate all'interno della rada di Salamina o del porto del Pireo) precedentemente ancorate in vista del luogo dove andrà ad ancorare come innanzi è detto la Divisione italiana, renderanno gli onori con una salve di 21 colpi alla bandiera italiana alzata in testa all'albero delle navi greche medesime. Durante la cerimonia funebre di cui al punto secondo tanto le navi greche quanto quelle italiane terranno la bandiera a mezz'asta. La sera dello stesso giorno prima del tramonto la divisione navale italiana lascierà l'ancoraggio del Falero ed all'atto di prendere il mare saluterà la piazza colla salve prescritta.

4) un'inchiesta severissima sarà compiuta dall'autorità greca sul posto del massacro coll'assistenza del R. Addetto militare colonnello Ferrone della cui incolumità personale si rende responsabile assoluto il Governo greco. Tale inchiesta dovrà essere compiuta entro cinque giorni dall'accettazione di queste richieste.

5) punizione capitale per tutti i colpevoli.

6) indennità di cinquanta milioni di lire italiane da versarsi entro cinque giorni dalla presentazione di questa nota.

Ultimatum to Greece

Rome, August 29, 1923

I approve the measures that you have already taken.

Your Lordship is entrusted with writing to the Greek Government to request the reparations enumerated and specified below. They constitute the minimum demands compatible with the extreme gravity of the offense committed against Italy, for which Greece is responsible:

l) The Greek Government shall tender an apology in the fullest and most official manner to the Italian Government. This apology shall be presented to the Royal Italian Minister at Athens by the Highest Greek Military Authority.

2) Solemn funeral service for the victims of the massacre, to be celebrated in the Catholic Cathedral at Athens, which must be attended by all the members of the Government.

3) The Italian flag shall be saluted on the day in which the above-mentioned ceremony takes place, and in the manner described in detail hereafter. An Italian naval division will arrive at Phalerum at 8 o'clock in the morning. As soon as the division in question has anchored, several Greek battleships — with the exception, however, of all light torpedo boats, which shall remain at anchor within the roadsteads of Salamis or the harbour of the Piraeus — moored at the point where, as has been mentioned, the Italian division will cast anchor, shall salute the Italian flag flying at the masthead of all the aforementioned Greek vessels, by a salvo of 21 guns. During the funeral ceremony mentioned in paragraph 2, both the Greek and Italian vessels shall lower their flags to half-mast. On the evening of the same day before sunset, the Italian naval division will leave its moorings at Phalerum and at the moment of departure will return the salute by the customary salvo.

4) The Greek authorities shall carry out a very strict inquiry at the scene of the massacre, with the assistance, of His Majesty's Military Attache, Colonel Perrone di San Martino. The Greek Government shall be fully responsible for the personal safety of Colonel Perrone and shall facilitate the task entrusted to him in every way.

5) Capital punishment for all the culprits.

6) Indemnity of 50 million Italian lire to be paid within five days of receiving this note.

7) Military honors to be paid to the corpses on the occasion of their transferral to an Italian vessel at the port of Preveza.

Your Lordship must demand a Greek response with full compliance within a maximum period of twenty-four hours.

Non considero grave il fenomeno dei gruppi armati che sono qua e là sui monti dell'Appennino. Si tratta in gran parte di soldati sbandati (spesso originari dell'Italia meridionale) e non rappresentano un pericolo.

Per quanto avete fatto e per quanto farete onde farmi raggiungere l'obiettivo che considero il supremo (cioè tornare al combattimento il più presto possibile), ricevete, Führer, il mio ringraziamento più profondo.

Fra pochi mesi dovranno presentarsi alle caserme i giovani del 1924. Se si presentano al completo, questo sarà il segno decisivo che la crisi è superata. Le previsioni dello Stato Maggiore sono piuttosto ottimistiche.

Voglio aggiungere, Führer, che dalla terribile crisi del luglio-agosto-settembre 1943 una unanimità nazionale è sorta. La monarchia è liquidata anche nelle regioni occupate dagli angloamericani. E ancora desidero dirvi che i rapporti fra le popolazioni e le truppe tedesche si avviano a divenire sempre più cordiali.

In light of Commander Wolff's trip to your Headquarters, I take the opportunity to remind you and to give you a schematic report on the Italian situation at the end of October.

The situation has slightly improved. There are symptoms of recovery, but the catastrophe was so sudden and total, that much more time is needed before the masses can fully recover morally and materially.

I do not consider the phenomenon of armed partisan groups — sprinkled here and there in the Apennine mountains — to be serious. They are mostly disbanded soldiers (often from southern Italy) and do not represent a danger.

For what you have done and for what you will continue to do in order to help me reach my supreme goal (that is, returning to combat as soon as possible), I give you, Führer, my deepest gratitude.

In a few months the young men born in 1924 will have to present themselves at the military barracks. If all of them show up as required, this will be the decisive sign that the crisis is over. The expectations of the General Staff are rather optimistic.

I wish to add, Führer, that a national consensus has arisen from the terrible crisis of July-August-September 1943. The monarchy is liquidated even in the regions occupied by the Anglo-Americans. And again I wish to tell you that the relations between the people and the German troops are beginning to become ever more cordial.

The relations of Graziani and Gambara with your marshals have a truly comradely character.

I promise you, Führer, that I will write to you about other various topics at a later date.

Meanwhile, please accept my most cordial greetings and thanks, together with the expression of my immutable faith in your destiny and in the destiny of Germany.

approfitto della visita del maresciallo Graziani per ragguagliarvi brevemente, ma esattamente sulla situazione italiana, così come mi appare dopo il mio ritorno dalla Germania. Situazione grave, e potrei dire tragica. Le ragioni non v'è bisogno di esporvele. Le immaginate facilmente. Ma più grave ancora della situazione materiale, è quella morale. Le grandi masse della popolazione sono ancora come stordite dagli avvenimenti che si sono svolti fra il 25 luglio e 1'8 settembre e sono oscillanti fra la volontà di ripresa e una specie di rassegnato fatalismo.

Come avrete visto, il Governo fascista-repubblicano ha tenuto la sua prima seduta e fatto dichiarazioni di carattere programmatico che hanno fatto una buona impressione. È la figura del maresciallo Graziani che dà un carattere al Governo e suscita vaste speranze e simpatie.

Come ebbi già occasione di dirvi, Führer, nei colloqui al vostro Quartier generale quando mi accordaste dopo la mia liberazione una così cameratesca ospitalità, i compiti fondamentali del mio Governo erano e sono:

a) riordinare la vita civile del Paese in modo che il retrofronte sia tranquillo e offra ogni possibile collaborazione ai comandi tedeschi;

b) preparare il nuovo esercito repubblicano.

Su questo punto il maresciallo Graziani vi farà una esposizione sintetica e precisa che — sono sicuro — attirerà la vostra attenzione.

Per quanto riguarda il punto a se si vuole riordinare la vita civile del Paese, occorre che il nuovo Governo da me formato abbia l'autonomia necessaria per governare, cioè per dare gli ordini alle autorità civili che da lui dipendono. Senza questa possibilità, il Governo non ha prestigio, è screditato e quindi destinato a finire ingloriosamente. Questo non è nell'interesse comune; anzi ciò sarebbe fonte di gravi conseguenze e alimenterebbe la tendenza verso il Governo ora riconosciuto del traditore Badoglio.

Ho il dovere di segnalarvi, Führer, le cause che impediscono una sollecita riorganizzazione della vita italiana e sono, Führer, le seguenti:

A) i comandi militari tedeschi emanano ordinanze a getto continuo, in materie che interessano la vita civile. Spesso queste ordinanze sono in contrasto dall'una all'altra provincia. Le autorità civili italiane vengono ignorate e la popolazione ha l'impressione che il Governo fascista repubblicano non ha alcuna autorità, nemmeno in materie assolutamente estranee all'attività militare. Spesso le ordinanze del Comando nord sono in contraddizione col Comando sud. Potrei citarvi un'ampia documentazione, ma non è necessario. In tre provincie dell'Emilia, Piacenza, Parma, Reggio, le autorità tedesche si sono sostituite alle civili amministrative ed hanno emanato un ordine per cui ogni domanda dei cittadini italiani dev'essere accompagnata dalla traduzione tedesca, il che, in provincie di contadini come quelle, è praticamente impossibile. Lasciatemi dire, Führer, che un Comando unico eliminerebbe questi inconvenienti.

B) Ho poi il dovere di dirvi che la nomina di un commissario supremo di Innsbruck per le provincie di Bolzano, Trento, Belluno ha suscitato una penosa impressione in ogni parte d'Italia. Anche il distacco delle autorità giudiziarie italiane di quelle provincie dalla Corte d'Appello di Venezia, già ordinato dal commissario, ha suscitato molte induzioni, che non mancheranno di essere sfruttate dalla propaganda nemica, particolarmente attiva in questo momento. E il solo a profittarne sarà il traditore Badoglio.

Il Governo repubblicano che ho l'onore di dirigere ha un solo desiderio, una sola volontà: far sì che l'Italia riprenda il suo posto di combattimento il più presto possibile, ma per raggiungere questo scopo supremo, è necessario che le autorità militari germaniche limitino la loro attività al solo campo militare e per tutto il resto lascino funzionare le autorità civili italiane, le quali, naturalmente, presteranno la loro collaborazione alle autorità germaniche sempre e dovunque tale collaborazione sia richiesta.

Se questo non dovesse realizzarsi, l'opinione italiana e quella mondiale giudicherebbe il Governo come un Governo incapace di funzionare e il governo stesso cadrebbe nel discredito e, peggio ancora, nel ridicolo.

Io sono sicuro, Führer, che voi vi renderete conto dell'importanza delle considerazioni che vi ho esposto, della gravità dei problemi che io debbo affrontare e la cui soluzione rappresenta non soltanto un interesse italiano, ma anche tedesco.

Ed ora, Führer, vi prego di ascoltare quanto vi esporrà il maresciallo Graziani. Le sue idee sono chiare e soprattutto realizzabili. Anche in questo campo bisogna lasciare al maresciallo Graziani e ai sui collaboratori, ammiraglio Legnani e colonnello Botto dell'Aviazione, la facoltà di raccogliere e inquadrare le forze che desiderano di tornare a combattere sotto le bandiere dell'Asse e bisogna soprattutto dare credito a questi uomini che hanno bruciato i vascelli dietro di sé e sono soldati convinti del nuovo Stato repubblicano e amici sinceri della Germania nazional socialista.

Tante volte vi siete gentilmente interessato della mia salute. Nel complesso non va male, salvo la vista, che va progressivamente indebolendosi.

Vi prego, Führer, di accogliere insieme coi miei più cordiali saluti l'espressione del mio fedele cameratismo.

Nota militare.

Non conosco i piani del Comando germanico, ma mi permetto d'insistere, come già feci al vostro Quartier generale, sulla necessità di conservare Roma.

La perdita di Roma, dopo quella di Napoli, avrebbe una ripercussione enorme nell'Italia e nel mondo. Questo dal punto di vista politico-militare.

Dal punto di vista militare, metterebbe in possesso del nemico tutti gli aeroporti dell'Italia centrale, che sono trenta, e quindi più grandi possibilità e facilità per il nemico di attaccare la Germania meridionale e sud-orientale, nonché il bacino danubiano-balcanico.

Sarebbe una vera fortuna se si potesse, almeno per tutto l'inverno, tenere la linea che fissammo al vostro Quartier generale, e cioè la linea monte Circeo-Maiella.

Führer,

I am taking advantage of the forthcoming visit of Marshal Graziani to inform you briefly, but precisely, of the Italian situation as it appears to me since my return from Germany. It is a grave situation, and one could even say tragic. There is no need to extrapolate upon the reasons. You can easily imagine them. But more serious than the material situation is the moral one. The bulk of the population is still stunned by the events which have taken place between July 25 and September 8, and they oscillate between a will to recover and a sort of resigned fatalism.

As you know, the Republican Fascist Government held its first session and made statements of a programmatic nature that made a good impression. It is the figure of Marshal Graziani who gives a character to the Government and arouses vast hopes and sympathies.

As I had occasion to tell you, Führer, in the talks at your Headquarters, when you extended to me such a comradely hospitality after my liberation, the fundamental tasks of my government were and are:

a) to reorganize the civil life of the country so that all is quiet behind the front and every possible collaboration is offered to the German commanders;

b) to prepare the new Republican army.

On this latter point Marshal Graziani will give you a concise and accurate exposition which I am sure will attract your attention.

As to the first point, in order to reorganize the civil life of the country, the new government I formed must have the necessary autonomy to govern and give orders to the civil authorities which are subordinate to it. Without this possibility, the government has no prestige, is discredited and therefore destined to end ingloriously. This is not in the common interest; indeed this would have grave consequences and would fuel those tendencies towards the newly reconstructed government of the traitor Badoglio.

It is my duty, Führer, to inform you of the causes which obstruct a prompt reorganization of Italian life, and they are the following:

A) The German military commanders issue a continuous stream of orders on matters which concern civilian life. These orders are often contradictory from province to province. The Italian civil authorities are ignored and the population has the impression that the Fascist Republican government has no authority even in matters that are completely extraneous to the military sphere. Often the orders of the Northern Command are in contradiction with the Southern Command. I could provide extensive documentation, but it is not necessary. In the three [sic] provinces of Emilia, Piacenza, Parma and Reggio, the German military authorities have taken over the civil administration, and issued instructions that every request made by an Italian citizen must be accompanied by a German translation. In peasant provinces such as these, it is practically impossible. I must say, Führer, that a single Command would eliminate these inconveniences.

B) I also have the duty to tell you that the nomination of a High Commissioner at Innsbruck for the provinces of Bolzano, Trento and Belluno has created a painful impression in every part of Italy. The detachment of the Italian judicial authorities of those provinces from the Court of Appeal of Venice, already ordered by the Commissioner, has raised many concerns which will not fail to be exploited by enemy propaganda (which is particularly active at this time). And the only one to profit from it will be the traitor Badoglio.

The Republican Government that I have the honor of leading has only one objective, only one desire: to ensure that Italy can once again actively participate in the war as soon as possible. But to reach this goal, it is essential that the German military authorities limit themselves to military tasks and allow Italian civil authorities to properly administer the country. They will, of course, lend their collaboration to the Germanic authorities whenever and wherever such collaboration is requested.

If these conditions are not met, then Italian public opinion and world opinion will conclude that my Government is unable to function as a government, and the government itself will become discredited and, even worse, a laughingstock.

I am certain, Führer, that you understand the importance of the considerations I have set out to you, the seriousness of the problems that I must face, and that their solution is a matter of concern not only for Italy but for Germany as well.

And now, Führer, I ask you to please listen to what Marshal Graziani will tell you. His ideas are clear and above all practicable. Also in this field it is necessary to leave to Marshal Graziani and to his collaborators Admiral Legnani and Colonel Botto of the Air Force the task of gathering and framing the forces wishing to return to fight under the Axis banners. And above all we must give credit to these men who burned the vessels behind them and who are convinced soldiers of the new Republican State and sincere friends of Nationalist Socialist Germany.

So many times you have been kindly interested in my health. Overall it is not bad, except for my eyesight which is progressively weakening.

Please, Führer, accept the expression of my faithful camaraderie together with my most cordial greetings.

Military Note.

Although I do not know the plans of the German High Command, I would like to stress — as I did to your Headquarters — the necessity of keeping Rome in our hands.

Coming after the abandonment of Naples, the loss of Rome would have immense repercussions in Italy and in the world from the politico-military point of view.

From the military point of view, the fall of Rome would leave the enemy in possession of all the airfields of central Italy, which are thirty in number. This would facilitate not only the bombing of central and southeastern Germany, but also attacks on the Danube Basin and the Balkans.

It would be a great fortune if we could hold the line that we fixed at your Headquarters, namely the Monte Circeo-Maiella Line, at least for the duration of the winter.

Il vostro fierissimo discorso ha certamente profondamente toccato il cuore non solo degli ufficiali che avevano il privilegio di ascoltarvi, ma di tutti gli ufficiali degni di essere italiani e degni di essere ufficiali.

Il Corpo degli ufficiali, sceverato una volta per sempre il grano dal loglio, deve essere e sarà il vessillifero della riscossa militare, per l’onore e per l’avvenire della nostra bella cara e santa Italia.

Le incisive parole del generale Stahel sono anch’esse tali da suggellare la fraternità dei combattenti dell’Asse. Da molti indizi appare che il popolo italiano, percosso e umiliato dall’obbrobrioso tradimento ordito soprattutto a suo danno, è nuovamente in piedi. Ancora una volta la storia dovrà riconoscere che il nostro popolo possiede sempre la facoltà millenaria di risorgere anche nelle più dure e più drammatiche situazioni non appena una parola d’ordine e lo spirito nuovo esaltino i cuori e la volontà concorde di tutti.

Oggi questo spirito nuovo si riassume nel binomio « fascismo - repubblica » ed è sotto questa rivoluzionaria bandiera che i soldati italiani riprenderanno il loro posto nella battaglia.

I read with great emotion the account of the grandiose gathering at the Adriano Theatre, and due to the tone of the event and the impressive number of attendees, I consider it one of the decisive signs of the recovery.

Your most passionate speech has certainly deeply touched the hearts not only of the officers who had the privilege of hearing you, but the hearts of all the officers worthy of being Italian and worthy of being officers.

Once we separate the wheat from the chaff once and for all, the Officer Corps must be and will be the standard-bearer of military renaissance, for the honor for the future of our beautiful dear and sacred Italy.

The incisive words of General Stahel are also such as to seal the fraternal bond of Axis soldiers. Based on many indications, it appears that the Italian people — beaten and humiliated by the disgraceful betrayal, hatched to their detriment above all else — are on back their feet. Once again, history must recognize that our people always possess the millenary faculty to rise again — even in the most difficult and dramatic situations — as soon as a watchword and the new spirit exalt the hearts and will of everyone.

Today this new spirit is summed up in the formula "Fascism and Republic", and it is under this revolutionary banner that the Italian soldiers will resume their place in battle.

Führer,

desidero anzitutto ringraziarvi molto cordialmente della lettera che mi avete mandato a mezzo del Ministro Ribbentrop, col quale, negli ultimi colloqui a Roma, ho discusso taluni importanti punti della lettera stessa. Ciò nonostante, reputo utile fissare, nelle pagine che seguono, le considerazioni e le conclusioni che mi vengono suggerite da un esame della situazione generale. Permettete che io segua, nell'ordine degli argomenti, quello della vostra lettera.

1°) Tunisia. Sono lieto di constatare che anche voi, o Führer, considerate la Tunisia come un fattore essenziale dell'insieme strategico.

L'imperativo che ne consegue è chiaro: bisogna rimanere, a qualunque costo, in Tunisia; bisogna in ogni caso rimanervi il più a lungo possibile, poiché questo turberà profondamente e forse definitivamente l'esecuzione dei piani anglo-sassoni fissati a Casablanca. Per tenere la Tunisia, bisogna allargare la nostra testa di sbarco e non restringerla come vorrebbe Rommel, il che significherebbe di essere schiacciati e, in breve, sospinti verso il mare, senza scampo, data la superiorità che il nemico realizzerebbe attraverso il congiungimento delle sue armate e la possibilità di utilizzare tutti i campi di aviazione della Tunisia, da noi abbandonata. È mia convinzione che bisogna resistere sulla linea del Mareth. Ma per resistere e magari contrattaccare, è necessario alimentare le nostre forze: è necessario far giungere soprattutto cannoni, carri armati e carburante. Bisogna garantire i trasporti sul tratto breve, ma obbligato, del canale di Sicilia. Per ottenere tutto ciò, o Führer, non mi stancherò mai dl ripeterlo, occorre che l'aviazione de'll'Asse nella zona Sardegna, Sicilia, Tunisia, sia almeno uguale all'aviazione nemica. Noi abbiamo mancato la conquista dell'Egitto a causa della nostra inferiorità nell'aviazione; noi perderemo la Tunisia, se questa esigenza fondamentale non sarà raggiunta.

2°) Balcani. Circa l'azione in Croazia, nel primo tempo del ciclo Weiss, ritengo anch'io che i risultati, se non sono stati decisivi, furono tuttavia soddisfacenti. Quanto all'azione del quinto Corpo d'Armata italiano, al quale, Führer, fate cenno, il mio Comando Supremo mi fa osservare che il progetto compilato dal Generale Loehr prevedeva l'agganciamento e la distruzione delle formazioni ribelli mediante una rapida avanzata di colonne celeri germaniche su Bihac-Bos, Petrovac-Kliuc. Tali località avrebbero dovuto essere raggiunte sin dal primo giorno, e cioè il 20 gennaio, rispettivamente dalla divisione S.S. Principe Eugenio (Bihac-Bos, Petrovac) e dalla settecentodiciassettesima divisione (Kliuc).

Compito delle truppe italiane del quinto Corpo era invece quello di avanzare metodicamente da ovest verso est, rastrellando il terreno, con obiettivi le località di Slunj, Bihac, Korenica, Udbina. Lo svolgimento della manovra non avvenne come previsto. Mancò l'azione celere in profondità dei tedeschi e gli obiettivi che dovevano essere raggiunti fra il 20 e il 21 gennaio lo furono tra il 28 gennaio e il 3 febbraio.

Le truppe del quinto Corpo, a cui era affidata l'azione metodica e di rastrellamento, nonostante le gravi difficoltà del terreno montano, della neve alta e dell'accanita resistenza ribelle, raggiunsero regolarmente gli obiettivi assegnati: Slunj il 25 gennaio; Korenica il 2 febbraio; Udbina il 4 febbraio.

Circa la seconda parte delle operazioni, come è stato concertato col Generale Warlimont, il Comando italiano darà tutto l'apporto possibile per assicurare il fianco delle divisioni tedesche che operano in direzione di Livno-Glamoc e per chiudere le vie di sfuggita verso sud ai partigiani.

Il Ministro Ribbentrop vi avrà, Führer, riferito che sull'argomento cetnici-partigiani si è lungamente discusso. Concordiamo pienamente nel ritenere che cetnici e partigiani sono nemici dell'Asse e che domani, soprattutto in caso di sbarco, essi farebbero fronte comune contro di noi e potrebbero metterei in una situazione molto difficile. Dato che, per le necessità della guerriglia, alla quale, come tutti i balcanici, anche i cetnici sono particolarmente adatti, alcune migliaia di cetnici furono localmente armati dai Comandi italiani e dato che questi cetnici si sono almeno sin qui molto energicamente battuti contro i partigiani, ho chiamato a Roma i Generali Robotti e Pirzio Biroli e ho impartito loro i seguenti ordini: a) nessuna ulteriore consegna di armi ai cetnici; b) loro disarmo non appena i partigiani avranno cessato di costituire un movimento armato pericoloso (un brigantaggio a sfondo più o meno politico rimarrà sempre come un fenomeno cronico in quelle regioni); c) il Generale d'Armata Pirzio Biroli è incaricato di prendere contatto e accordi coll'O.K.W. per la ulteriore azione da compiere nei confronti del movimento del Generale Mihajlovich, il quale, quantunque sia trattato da traditore nelle trasmissioni delle radio-partigiane, è pur sempre un nemico nostro, dato che è il Ministro della Guerra del governo jugoslavo sedente a Londra. Né mi sono ignoti i piani di revisione territoriale ai danni dell'Italia vagheggiati da questo signore. Mi giunge in questo momento la notizia che le forze tedesche venute a contatto nell'alta Valle Narenta con le formazioni cetniche avrebbero iniziato rapporti di collaborazione. I tedeschi avrebbero ceduto ai cetnici cartucce e bombe a mano.

3°) Sbarchi e secondo fronte. Che gli alleati debbano tentare la costituzione di un secondo fronte in Europa, è oramai assiomatico. Le esigenze della Russia sono imperiose. E quando, come io fermamente credo, l'iniziativa russa si sarà definitivamente arenata, gli anglosassoni dovranno far onore ai loro impegni e sbarcare in qualche punto d'Europa. Credo che sia opportuno distinguere fra tentativi di sbarco, che potranno essere numerosi e aventi lo scopo di disorientarci e magari frazionare le nostre forze, e la vera e propria invasione.

Prevedo, cioè, soprattutto quando la Tunisia fosse definitivamente perduta, le seguenti azioni contro l'Italia: a) bombardamenti massicci nelle regioni nord e sud dell'Italia; b) sbarchi di commandos e di paracadutisti in Sicilia e Sardegna, a scopo di migliorare la posizione marittima degli alleati. Una invasione vera e propria della penisola è una impresa che gli anglo-sassoni non possono seriamente progettare.

Di fronte a queste eventualità tutti i nostri preparativi di difesa delle due isole sono stati accelerati. Una commissione di vostri Ufficiali che ha visitato i sistemi di fortificazione della Sardegna vi potrà riferire. In Sardegna ci sono attualmente quattro divisioni. Una quinta sarà mandata entro il mese. Mi è stato comunicato che la difesa dell'isola sarà perfezionata dall'arrivo di un contingente tedesco, dotato di quelle armi che ci mancano. Poiché, o Führer, il nostro dramma è che noi siamo costretti a fare una guerra da « proletari », con le armi residuate dalla guerra del 1915-1918 e solo durante quest'anno cominceremo ad avere quelle armi moderne, senza le quali non si può reggere all'urto di masse modernamente e abbondantemente armate come le anglo-sassoni. Esclusa la sorpresa, io credo che il tentativo di sbarco nelle nostre isole è destinato a fallire.

4°) Spagna. Ho consegnato al vostro Ministro von Ribbentrop copia della lettera che Franco mi ha mandato a mezzo del nuovo Ambasciatore e copia della mia risposta. Credo, Führer, che è stato saggio di aumentare coi vostri aiuti l'efficienza delle forze armate spagnole. La Spagna è ancora una carta del nostro gioco, malgrado le oscillazioni della politica di Franco, e credo che potrebbe avere una parte importantissima il giorno in cui ci permettesse attraverso il suo territorio di prendere alle spalle tutto lo schieramento anglo-americano néll'Africa del Nord. Mi risulta che i nemici temono una mossa del genere.

5°) Fronte russo. Voi potete bene immaginare, Führer, con quale attenzione e passione io abbia seguito le vicende delle ultime operazioni sul fronte orientale. Non ho mai dubitato, un solo momento, che le forze armate del vostro Reich avrebbero ristabilito la situazione. L'eroismo dei vostri soldati, che voi documentate attraverso le perdite subite dalle divisioni SS, è stato universalmente riconosciuto. Lo sforzo che la Germania, dopo il vostro appello, si accing·e a compiere, è veramente unico nella storia dei popoli. Sono quindi sicuro che a un certo momento i bolscevichi si troveranno dinanzi a un muro insuperabile. Ma il giorno in cui, o Führer, avrete realizzato cogli uomini e colle opere il vallo dell'est, la Russia stremata di forze non rappresenterà più il pericolo mortale di due anni fa e a meno che non abbiate la certezza assoluta di distruggerne una volta per sempre le forze, mi domando se non sia troppo rischiare ripetere la lotta contro lo spazio infinito e praticamente irraggiungibile e inafferrabile della Russia, mentre ad ovest aumenta il pericolo anglo-sassone. Il giorno in cui in un modo o nell'altro sarà eliminata o neutralizzata la Russia, la vittoria è nelle nostre mani. Ma su questo argomento mi riprometto di parlarvi esaurientemente quando riavrò la fortuna di incontrarvi.

Corpo d'Armata italiano. L'Italia non può rimanere assente dal fronte russo e quindi il Il Corpo d'Armata rimarrà in Russia. Dev'essere riordinato e riarmato con armi efficienti, perché con uno schieramento filiforme, qual'era quello dell'8ª Armata italiana sul Don, senza riserve e con armi antiquate, le cose non potevano avere uno svolgimento diverso da quello che hanno avuto malgrado l'innegabile tenace resistenza dei nostri reparti. Ma permettetemi di manifestarvi il desiderio che il Corpo d'Armata italiano sia impiegato non in servizi di retrovie, ma in combattimento.

Da ultimo, consentitemi, o Führer, che io vi ringrazi per il premuroso interessamento per la mia salute. Non sto ancora veramente bene, ma sto meglio e considero il punto più alto della crisi superato. Credo che il tutto sia dovuto alla tensione nervosa di questi ultimi tempi. Non si fa della politica per 43 anni, senza che in qualche sua parte l'organismo non ne risenta. La cosa, in fondo, non mi preoccupa. L'importante è di combattere e di vincere. Le piccole infermità personali sono episodi insignificanti di fronte alle infermità che le demo-plutocrazie e il giudaismo hanno inflitto al genere umano, infermità che il ferro e il fuoco guariranno.

Rimetto al nostro incontro, che mi auguro prossimo, l'esame di altre questioni meno urgenti. Nell'attesa desidero ripetervi che la mia de'ci'sione di marciare con voi sino in fondo è incrollabile. E aggiungere che il popolo italiano nei suoi ceti responsabili è pienamente convinto che sino in fondo bisogna marciare qualunque cosa accada.

Letter to Adolf Hitler, March 8, 1943


March 8, 1943

Führer,

I wish to begin by thanking you most cordially for the letter you sent me through von Ribbentrop, with whom I discussed some of the important points raised in that letter during the recent talks in Rome. I nevertheless deem it expedient to set forth in these pages the considerations and conclusions prompted by a general review of the situation. Allow me to address the subjects in the order in which they are mentioned in your letter.

1) Tunisia. I am pleased to see that you too, dear Führer, regard Tunisia as an essential factor of the strategic campaign.

The imperative to follow is clear: We must remain in Tunisia, whatever the cost: in any case we must stay there as long as possible, since this will interfere profoundly, and perhaps decisively, with the execution of the plans drawn up by the Anglo-Saxons at Casablanca. In order to hold Tunisia, we must extend our bridgehead and not shrink it as Rommel wanted, since this would mean being overwhelmed and — in short — driven towards the sea, without means of escape, given the superiority which the enemy would gain from linking up his armies and being able to use all the airfields abandoned by us in Tunisia. I am convinced that we must resist on the Mareth Line. But in order to resist, and perhaps even counter-attack, our forces must be provisioned; and above all guns, tanks, and petrol must reach them. Shipping on the short but compulsory route of the Sicilian Channel must be safeguarded. To obtain all this, Führer, I will never tire of repeating it: the Axis air forces in the zone of Sardinia, Sicily and Tunisia must be at least equal in strength to the enemy's air forces. We failed to capture Egypt because of our inferiority in the air; we will lose Tunisia too if this fundamental requirement is not met.

2) Balkans. As regards the action in Croatia, I also believe that the results during the first half of Operation Weiss, if not decisive, were nevertheless satisfactory. As for the action undertaken by the Italian 5th Army Corps which you mention, Führer, my High Command pointed out that the plan drawn up by General Loehr envisioned the engagement and destruction of rebel forces by a rapid advance of German swift columns on Bihac-Bos, Petrovac-Kliuc. These places should have been reached on the first day, namely January 20th, by the SS Division Prinz Eugen (Bihac-Bos, Petrovac) and by the 717th Division (Kliuc) respectively.

On the other hand, the task assigned to the Italian troops of the 5th Corps was a methodical advance from west to east; they were to mop up as they advanced, taking the towns of Slunj, Bihac, Korenica, Udbina. The operation did not take place as planned. The Germans failed to carry out their swift penetration, and the objectives which should have been reached between January 20 and 21 were not reached until January 28 and February 3.

Despite the serious handicap of mountainous terrain, high snow and fierce rebel resistance, the troops of the 5th Corps, who were entrusted with carrying out methodical mopping-up operations, succeeded in reaching the objectives which had been assigned to them. Slunj was captured on January 25; Korenica on February 2; Udbina on February 4.

As for the second phase of the operation, as has been agreed upon with Gen. Warlimont, the Italian Command will give the utmost support to secure the flank of the German divisions operating towards Livno-Glamoc and to close the Partisans' escape routes southwards.

Minister Ribbentrop has probably informed you, Führer, that the Partisan-Chetnik matter has been discussed at length. We entirely agree that the Chetniks and Partisans are enemies of the Axis and that tomorrow they would be ready to make common cause against us, particularly in the event of a landing, in which case they would place us in a very difficult position. In order to meet the demands of guerrilla warfare, for which the Chetniks, like all Balkan peoples, are particularly suited, some thousands of Chetniks had been locally armed by the Italian Command. These Chetniks have up until now fought the Partisans very vigorously. In light of the present circumstances, I called Gen. Robotti and Gen. Pirzio Biroli to Rome, and have given them the following orders:

a) no further delivery of arms to the Chetniks;

b) they must be disarmed as soon as the Partisans no longer constitute a dangerous armed movement (brigandage of a more or less political complexion will always linger on as a chronic feature of those regions);

c) Army Gen. Pirzio Biroli is in charge of contacting the O.K.W. [Oberkommando der Wehrmacht] with a view to coordinate further action against the movement of Gen. Mihajlovich, who, despite being described as a traitor by Partisan radio transmissions, is nevertheless our enemy, since he is the Minister of War of the Yugoslav Government in London. Nor am I unaware of the plans entertained by this gentleman in regards to a territorial revision at Italy's expense.

I have just this moment received notice that the German forces which came into contact with the Chetnik formations in the Upper Narenta Valley have allegedly agreed upon collaboration. The Germans are alleged to have handed over cartridges and hand grenades to the Chetniks.

3) Landings and second front. It goes without saying that the Allies must attempt to set up a second front in Europe. Russia's demands are imperious. When — as I firmly believe — Russian initiative finally comes to a standstill, the Anglo-Saxons will have to honor their commitments and land in some part of Europe. I believe it is appropriate to distinguish between attempted landings — of which there may be many, with the aim of disorienting us and, if possible, splitting our forces — and the actual invasion.

Were Tunisia to be definitely lost, I foresee the following actions against Italy:

a) massive bombardments of the northern and southern regions of Italy;

b) commando and parachute landings in Sicily and Sardinia, for the purpose of improving the Allies' maritime position. An actual invasion of the Peninsula is an undertaking which the Anglo-Saxons cannot seriously envisage.

Faced with these eventualities, all our defensive plans for the two islands have been accelerated. A report on the subject will be made available to you by a commission of your officers who visited the fortification system of Sardinia. There are currently four divisions in Sardinia. A fifth will be sent within the month. I have been informed that the defense of the island will be perfected with the arrival of a German contingent equipped with those weapons that we lack. Our problem, dear Führer, consists in the fact that we are compelled to fight a "proletarian style" war with arms left over from the war of 1915-1918. Only in the course of this year shall we begin to have those modern weapons, without which no stand can be made against the onslaught of masses abundantly supplied with modern equipment, as the Anglo-Saxons are. Apart from surprise action, I believe that any attempt at landing in our islands is doomed to failure.

4) Spain. I have given your Minister, von Ribbentrop, a copy of the letter sent to me by Franco through the new Ambassador, and a copy of my reply. I believe, dear Führer, that you were wise in helping to build up the efficiency of the Spanish armed forces. Spain is still a card in our game — notwithstanding the oscillations of Franco's policy — and I believe we could play it most advantageously should the day come when it would enable us to cross his territory and take the whole North African deployment of the Anglo-Americans in the rear. I understand that our enemies are extremely fearful of a move of this type.

5) Russian Front. You may well imagine, Führer, how attentively and passionately I have followed the latest operations on the eastern front. The doubt never crossed my mind — not for a single moment — that the armed forces of your Reich would not restabilize the situation. The heroism of your soldiers, which you documented with a description of the losses suffered by the SS divisions, has been universally acknowledged. The effort which Germany is about to put forth — in response to your appeal — is truly unparalleled in the history of any people. Therefore I am convinced that, at a given moment, the Bolsheviks will find their path barred by an unsurpassable wall. But on the day when you, dear Führer, with your men and your material, will have achieved the eastern wall, an exhausted Russia will no longer represent the mortal peril of two years ago. And unless you have the absolute certainty of destroying her strength once and for all, I ask myself whether it is not risking too much. It means repeating the struggle against the infinite, elusive and practically unattainable space of Russia, while the Anglo-Saxon peril grows in the west. The day when Russia is eliminated or neutralized, one way or the other, victory will be ours. But I look forward to discussing this matter thoroughly with you when I shall have the pleasure of seeing you.

6) Italian Army Corps. Italy cannot remain absent from the Russian Front, hence the Second Army Corps will remain in Russia. It must be reorganized and reequipped with efficient weapons, because with a lengthy deployment, such as that of the Eighth Army on the Don River, without reserves and with obsolete weapons, things could not be expected to go otherwise than how they did, despite the undeniable tenacious resistance of our units. But allow me to express to you the desire that the Italian Army Corps be employed in combat, not in rear services.

Finally, allow me, dear Führer, to thank you for your thoughtful inquiries about my health. I have still not yet fully recovered, but I am better and I believe that the worst part is over. I think the whole thing is due to the nervous tension of these last days. One cannot be in politics for 43 years without some part of one's body being affected by it. As a matter of fact, it does not bother me. The only thing that matters is to fight and win. Small personal ailments are trifling episodes compared to the diseases which demo-plutocracy and Jewry have inflicted on mankind, diseases which fire and sword will heal.

The examination of other less urgent questions I will defer to our meeting, which I hope will be soon. In the meantime, I wish to reiterate to you that my decision to march with you to the very end is as unshakable as ever. And I wish to add that responsible Italians are fully convinced that we must march to the end, no matter what happens.

Führer,

duolmi che la mia lettera del 19 ottobre non sia potuta giungere in tempo per darvi modo di esprimere il vostro parere sulla progettata azione in Grecia, parere che, come altre volte, avrei attentamente seguito.

La marcia delle forze italiane in Grecia, dopo un inizio promettente e veloce, si è fermata, permettendo alle forze greche di prendere a loro volta l'iniziativa. Ciò st è dovuto in particolare a tre cause:

A) Al maltempo, che imperversando con piogge violente, ha arrestato la marcia delle forze meccanizzate. Una divisione corazzata, ad esempio, è rimasta letteralmente affondata nel fango.

B) Alla defezione quasi totale delle forze albanesi, che sì sono rivolte contro le nostre unità. Una sola divisione nostra ha ad esempio dovuto disarmare e rinviare nelle retrovie seimila albanesi.

C) All'atteggiamento della Bulgaria, che ha permesso ai greci di ritirare otto divisioni che avevano in Tracia, e che sono venute a rafforzare quelle che già si trovavano a noi opposte.

Tutto ciò appartiene al passato e non bisogna lasciarsi formalizzare, sebbene mi renda conto che tali avvenimenti hanno potuto provocare sfavorevoli ripercussioni. Ora l'Italia sta preparando trenta divisioni, colle quali potrà annientare la Grecia. Non vi è ragione di preoccupazione per i bombardamenti delle città meridionali, che recano pochi danni.

Desidero tichiamare la vostra attenzione su due fatti:

Spagna. — La carta spagnola può essere giocata. Sono disposto a incontrarmi con Franco per esercitare su di lui le pressioni necessarie ad entrare in campo.

Jugoslavia. — Questa carta può essere oggi ancora più importante.

Sono pronto a garantire le attuali frontiere e a riconoscere Salonicco alla Jugoslavia alle condizioni seguenti : a) che la Jugoslavia aderisca al patto Tripartito; b) che smilitarizzi l'Adriatico; c) che l'intervento sia concretato in modo che le forze jugoslave entrino in lizza solo dopo che la Grecia abbia ricevuto per opera italiana un primo colpo.

Aderisco fin d'ora su queste basi a quanto vorrete fare per raggiungere tale scopo.

Ritengo indispensabile, nelle condizioni attuali, intensificare la collaborazione fra le nostre forze aeree.

Ho avuto anche io la mia settimana nera, ma ora il peggio è passato.

Le condizioni interne dell'Inghilterra, da notizie pervenuteci, sembrano effettivamente gravi, né è da escludere la possibilità di un collasso.

Führer,

It grieves me that my letter of October 19 did not reach you in time to permit you to give your opinion on the planned action in Greece, which, as always, I naturally would have carefully considered.

After a promising and rapid start, the advance of the Italian troops in Greece came to a standstill, allowing the Greeks to take the initiative, for the following reasons:

a) Bad weather: a flood, caused by violent rains, has halted the advancement of the mechanized forces. An armored division (which was on the point of breaking through at Janina) was literally stuck in the mud.

b) The almost total defection of the Albanian troops, who turned against our units and went over en masse to the enemy. One of our divisions had to arrest and disarm 6,000 Albanian soldiers.

c) The attitude of Bulgaria, which permitted Greece to withdraw the entire eight divisions which she had in Thrace and employ them all against the nine Italian divisions (which were weakened by the defection of the Albanian troops).

This is now all a matter of the past. I am naturally aware of the unfavorable psychological repercussions which these events have caused, but I believe that these are passing phenomena. Now Italy is preparing thirty divisions, which is a sufficient number to annihilate Greece. There is no reason to worry about the bombardment of the southern cities, which bear little damage.

I would like to call your attention to two factors: Spain and Yugoslavia.

I am of the opinion that the Spanish card can be played at the present moment. I am willing to meet with Franco in order to exert the pressure necessary to make him enter the war on the side of the Axis.

Perhaps the Yugoslav card is even more important.

I am ready to guarantee the present boundaries of Yugoslavia and to recognize Yugoslavia's claim to Salonika, on the following conditions:

a) that Yugoslavia adheres to the Tripartite Pact;
b) that she demilitarizes the Adriatic;
c) that her military intervention be carried out only after Greece has received an initial blow from Italy.

With this letter, I am therefore giving you my agreement with whatever you wish to do in order to reach this goal as quickly as possible.

In the current conditions, I consider it essential to intensify the collaboration between our air forces.

I, too, have had my black week, but now the worst is over.

Based on all the reports received from Great Britain, the internal conditions of England appear to be extremely serious; the possibility of collapse can not be excluded.

Please accept, Führer, my comradely greetings.

dopo il nostro incontro del 4 ottobre al Brennero, ho molto riflettuto su taluni dei problemi che furono oggetto del nostro esa­me, e sono venuto alle conclusioni che mi faccio un dovere di comunicarvi.

Comincio dalla Francia.

I nostri informatori e a più forte ragione — io penso — i Vostri, sono unanimi nell'affermare che i francesi odiano l’Asse più di prima, che Vichy e De Gaulle si sono divise le parti e che i francesi non si ritengono battuti, perché — essi dicono — non hanno voluto combattere. Vichy è in contatto con Londra via Lisbo­na. Essi, nella loro grandissima maggioranza, sperano negli Stati Uniti che assicureranno la vittoria della Gran Bretagna. Con questa Stimmung non si può pensare a una loro collaborazione. Né bi­sogna cercarla. Se ciò accadesse — i francesi dopo avere negato la loro disfatta, crederebbero e farebbero credere che la vittoria sulla Gran Bretagna sarebbe, dovuta a loro e soltanto a loro e sarebbero capaci di presentarci il conto. Scartata, quindi, l’idea di una ade­sione francese a un blocco continentale anti-inglese, credo tuttavia venuto il momento per stabilire la fisionomia metropolitana e co­loniale della Francia di domani, ridotta come Voi giustamente vo­lete a proporzioni che le impediscano di ricominciare a sognare espansioni ed egemonie.

Cominciamo dalla popolazione. Il censi­mento del 1936 dava presenti in Francia 41.950.000 abitanti, dei quali 2.700.000 stranieri e 2.300.000 naturalizzati da recente o remota data. Sono cinque milioni di non francesi. Degli 850.000 italiani che formavano la massa più imponente degli stranieri, io ne faccio rim­patriare 500 al giorno e spero di arrivare ad un totale di almeno 500.000 in un anno. Io calcolo che le Vostre e le mie acquisizioni territoriali, toglieranno alla Francia altri 4 milioni di abitanti. Il Trattato di pace dovrebbe quindi ridurre e ridurrà la Francia a una popolazione di 34-35 milioni di abitanti, con tendenza a diminuire ulteriormente perché ritengo assai improbabile una ripresa demogra­fica del popolo francese. Quanto alle acquisizioni di carattere metro­politano e coloniale avanzate dall'Italia, esse sono come Vi ho detto assai modeste: si limitano al Nizzardo, alla Corsica e alla Tunisia. Non conto la Somalia perché è un classico deserto. Sono cioè le ri­chieste che avrebbero potuto essere discusse anche prima della guer­ra se l'incoscienza di Daladier non avesse risposto coi suoi jamais e che mi furono presentate — quale base di discussione — per il mantenimento della non belligeranza da parte dell'Italia. Liquidate inoltre le questioni di carattere finanziario-economico in dipendenza della guerra, l’Italia non avanza e non avanzerà ulteriori richieste nei confronti della Francia.

Si tratta — ora — di vedere se si può considerare maturo il tempo per questa chiarificazione dei rapporti Asse-Francia. E su que­sto punto essenziale sarò molto lieto di conoscere la Vostra opi­nione.

Posizioni inglesi nel Continente.

Credo che nell'ipotesi di un prolungamento della guerra Voi siate d’accordo con me nel ritenere indispensabile di scardinare le superstiti posizioni inglesi nel Continente europeo. Questo scardinamento è un’altra condizione della vittoria. Esse sono le seguenti: Portogallo, Jugoslavia, Grecia, Turchia, Egitto, Svizzera. Quanto al Portogallo, il suo atteggiamento è neutralizzato dalla Spagna. Nessuna illusione dobbiamo farci per, quanto riguarda la vera Stimmung jugo­slava verso l’Asse. Essa è irriducibilmente ostile. Vi accludo un rapporto della mia Polizia che dimostra la neutralità e l'attività cri­minale jugoslava nei confronti dell’Italia. È un cattivo vicino ed ha una cattiva coscienza. La Jugoslavia non può vivere così com’è. Serbi e Croati sino oggi più lontani che mai. L’esperimento Macek è completamente fallito. Per il momento io non intendo modificare l’atteggiamento dell'Italia nei confronti della Jugoslavia, atteggia­mento di attenta vigilanza.

Per la Grecia io sono deciso a rompere gli indugi e prestissimo. La Grecia è uno dei capisaldi della strategia marittima inglese nel Mediterraneo. Re inglese, classe politica inglese, popolo immaturo, ma educato all’odio contro l’Italia. La Grecia ha proceduto alla mobilitazione delle sue forze, ha, sin dal maggio, messo a disposi­zione della Gran Bretagna basi aeree e navali, come risulta dai do­cumenti che von Ribbentrop ebbe la cortesia di mandarmi dopo la scoperta di Vitry la Charité; in questi ultimi giorni ufficiali inglesi hanno praticamente preso possesso di tutti i campi della Grecia. Insomma la Grecia è nel Mediterraneo quello che era la Norvegia nel Mare del Nord e non deve sfuggire a un identico destino. Credo che la Turchia, altra pedina del gioco inglese, non si muoverà specie se aumenterete — come certamente farete — le Vostre truppe di oc­cupazione in Romania. Quanto all’Egitto la ripresa delle operazioni è subordinata a un rude lavoro di preparazione logistica, simile a quello che avete dovuto compiere Voi in previsione dello sbarco in Gran Bretagna. Ad ogni modo io spero di poter condurre l'azione simultaneamente e sul fronte greco e su quello egiziano. Conclusa questa seconda fase offensiva, che deve conquistare il caposaldo di Marsa Matruh (230 km. da Alessandria) resterà da affrontare,la bat­taglia decisiva del Delta. È per questa fase che dev’essere esaminato il concorso dei vostri mezzi corazzati. Il gen. Toma che è andato in Cirenaica Vi riferirà.

Sono sicuro che non Vi sorprenderete di vedere anche la Sviz­zera compresa fra le superstiti posizioni continentali della Gran Bre­tagna. Col suo incomprensibile atteggiamento ostile la Svizzera pone da sé il problema della sua esistenza.

Desidero dire ora una parola per quanto riguarda la Spagna. L’assunzione della direzione degli Affari Esteri da parte di Suñer, ci dà la garanzia che le correnti ostili all'Asse sono eliminate o al­meno contenute. Non ritengo invece migliorata la situazione interna economica. Esprimo ancora la convinzione che sia più conveniente per noi la non-belligeranza spagnola che l'intervento. Dobbiamo te­nere l'intervento come una riserva; è una carta che dobbiamo gio­care al momento più opportuno, secondo determinate circostanze, co­me quella di un prolungamento della guerra a tutto il 1941 o ad un intervento aperto degli Stati Uniti. Intanto la Spagna avrà il tempo necessario per prepararsi.

Contrariamente alle mie abitudini Vi ho scritto una lunga let­tera, ma non potevo non prospettarvi il mio pensiero sulle molte questioni che furono oggetto del nostro incontro al Brennero.

Vi prego, Führer, di credere ai sensi della mia cameratesca ami­cizia che le prove comuni e gli eventi rendono sempre più profonda e accogliete i miei più cordiali saluti.

Führer,

After our meeting at the Brenner on October 4, I reflected very carefully on some of the problems that were the subject of our examination, and I arrived at several conclusions that I have a duty to communicate to you.

France. Our informants and even more so—I think—yours, are unanimous in affirming that the French hate the Axis more than before; that Vichy and De Gaulle have split the parties; and that the French do not consider themselves beaten, because—they say—they did not want to fight in the first place. Vichy is in contact with London via Lisbon. They, at least the vast majority of them, are hoping that the United States will intervene and ensure the victory of Great Britain. With this kind of stimmung (sentiment) one can not rely on their collaboration. Nor should we seek it. If we do, then the French—after having denied their defeat—would believe and make others believe that our victory over Great Britain would be due to them and them alone, and they would try to leave us with the bill. Thus, the idea of French adherence to an anti-English continental bloc has been discarded. I believe, however, that the time has come to establish the metropolitan and colonial physiognomy of tomorrow's France, reduced—as you justly desire—to proportions that will prevent it from starting to dream of expansions and hegemonies.

The population. The 1936 census showed 41,950,000 inhabitants in France, of whom 2,700,000 were foreigners and 2,300,000 were naturalized citizens of recent or remote date. There are 5 million non-French. Of the 850,000 Italians, who form the largest single mass of foreigners, I would repatriate 500 per day and hope to reach a total of at least 500,000 in a year. I calculate that your territories and my acquisitions will take away another 4 million inhabitants from France. The peace treaty therefore should and will reduce France to a population of 34-35 million inhabitants, which will tend to decrease even further because I believe that the demographic recovery of the French people is quite improbable.

As regards the metropolitan and colonial acquisitions claimed by Italy, they are, as I have told you, very modest: they are limited to Nice, Corsica and Tunisia. I do not count Somalia because it is a classic desert. These are the requests that could have been discussed even before the war if Daladier's stubbornness had not caused him to reply with his "jamais", and which were proposed to me—as a basis for discussion—in return for the maintenance of Italy's non-belligerency.

If then the financial and economic questions incident to the war are taken care of, Italy does not have any nor will she advance any further demands in regard to France. The problem now is to see if one can consider the time opportune for such a clarification of the relations between the Axis and France. And on this essential point I will be very pleased to know your opinion.

English positions on the Continent. I believe that in the event of a prolongation of the war, you will agree with me that it is essential to disrupt the surviving British positions on the European continent. This disruption is another condition for victory. They are as follows: Portugal, Yugoslavia, Greece, Turkey, Egypt, Switzerland.

As regards Portugal, its attitude is neutralized by Spain.

We ought have no illusions regarding the true stimmung (sentiment) of Yugoslavia towards the Axis: it is irreducibly hostile. I am enclosing a report from my Police that demonstrates the neutrality violations and criminal activity of Yugoslavia against Italy. Yugoslavia is a bad neighbor with a bad conscience. She cannot live as she is now. The Serbs and Croats today are farther apart than ever. Maček's experiment has failed completely. For the moment I do not intend to modify Italy's attitude toward Yugoslavia, which is one of watchful vigilance.

As regards Greece, I am resolved to end the delays, and very soon. Greece is one of the main points of English maritime strategy in the Mediterranean. The King is English, the political classes are pro-English, and the people are immature but trained to hate Italy. Greece has ordered the mobilization of her armed forces and, as early as last May, has made air and naval bases available to Great Britain, as is revealed by the documents which von Ribbentrop has had the kindness to send me after the discovery at Vitry la Charite. English officials have recently taken virtual possession of all airfields in Greece. In short, Greece is to the Mediterranean what Norway was to the North Sea, and must not escape the same fate.

I believe that Turkey, another pawn in the English game, will not move if you should, as you certainly will, augment your occupation forces in Romania.

As regards Egypt, the resumption of operations is dependent on a formidable effort of logistical preparation, comparable to the one you had to carry out in preparation for the landing in Great Britain. In any event, I hope I shall be able to launch operations simultaneously on the Greek and on the Egyptian front. Following the conclusion of this second phase of the offensive, which will seize the strong point of Mersa Matruh (230 km. from Alexandria), it remains to face the decisive battle of the Delta. It is for this phase that it is necessary to take under consideration the support by your armored forces. General Toma, who has gone to Cyrenaica, will report to you.

I feel sure that you will experience no surprise in seeing Switzerland included among the remaining continental positions of Great Britain. By her incomprehensible attitude of hostility, Switzerland herself poses the problem of her existence.

I should now like to say a word with respect to Spain. The taking over of the conduct of foreign affairs by Sufier affords us assurance that the tendencies hostile to the Axis are eliminated or at least neutralized. On the other hand, I do not feel that the internal economic situation has improved. Again I express my conviction that Spanish non-belligerence is more advantageous to us than her intervention. We ought to keep intervention as a reserve; it is a card that we ought to play at the most opportune moment in accordance with the given circumstances, such as prolongation of the war through 1941 or an overt intervention of the United States. Meanwhile Spain will have the time necessary to prepare herself.

I have written you a long letter contrary to all my habits, but I could not refrain from passing in review for you my thoughts on the numerous questions which were the subject of our meeting at the Brenner.

I beg you, Führer, to believe sincerely in my comradely friendship, which our common trials and experiences render ever more profound, and to accept my most cordial regards.

Dopo il nostro colloquio del 18 giugno non abbiamo più avuto occasione di procedere a uno scambio di idee. Ritengo opportuno dirvi, quello che io penso della situazione in questo momento.

Per quanto riguarda il bacino danubiano balcanico nulla vi è mutato nella politica concordata e cioè quella che mira a tenere tale zona fuori del conflitto. Le misure militari alla frontiera jugoslava e greca hanno un semplice carattere precauzionale, trattandosi di due Stati chiaramente ostili all'Asse e pronti a vibrarci un colpo nella schiena non appena se ne presenti l'occasione. Presso Trieste la Polizia ha scoperto ben cinque depositi di armi predisposti dai comitati serbi.

Non vi è ignoto, d'altronde, che tanto la Grecia quanto la Jugoslavia hanno mobilitato quasi completamente le loro forze armate, e nessun dubbio può esistere circa la effettiva, continua e accertata complicità della Grecia colla Gran Bretagna. Tutti i porti greci sono basi contro di noi.

Ciò premesso, non è in quella regione che, salvo l'imprevedibile, intendo dirigere lo sforzo militare, bensl dalla parte dell'Egitto. I preparativi sono ultimati e Graziani ha ricevuto l'ordine di attaccare il giorno stesso in cui i tedeschi attaccheranno la Gran Bretagna. Malgrado le difficoltà del clima e del terreno, si spera di poter battere gli inglesi e gli egiziani che saranno probabilmente con essi.

Passiamo ora ad un giro d'orizzonte.

Francia. — Per uno straordinario fenomeno psicologico (spiegabile con l'incredibile orgoglio francese) la Francia non si considera vinta. Essa conta sulla resistenza inglese e sull'appoggio americano. Ciò che accade nel Nord Africa indica le intenzioni francesi. Occorre vigilarla ed imporre condizioni di pace che la rendano innocua.

Stati Uniti. — A meno che non si verifichi un improvviso voltafaccia, sempre possibile in un paese di autentici isterici come sono i politicanti americani, la possibilità dell'intervento americano dev'essere calcolata come una realtà di domani, specie se, come sembra probabile, Roosevelt sarà rieletto. Roosevelt non arriverà a dare un contributo di uomini, ma darà un più largo aiuto di mezzi, soprattutto aerei. Ciò accade già oggi, per cui anche questa possibilità non può impedire la disfatta della Gran Bretagna.

Giappone. — Non ho ancora veduto i risultati del nuovo « corso » della politica giapponese. I giapponesi sono lentissimi e misteriosi nei metodi, sebbene chiarissimi nei fini. Penso che la politica dell'Asse a Tokio debba consistere nel « distendere » i rapporti russo-giapponesi e nel « tendere » al massimo quelli fra Stati Uniti e Giappone.

Tornando alle cose militari è superfluo che io Vi dica con quanta gioia marinai e aviatori italiani si preparano ad agire direttamente contro la Gran Bretagna insieme coi camerati tedeschi.

P. S. — Il raccolto di frumento è di sette milioni di quintali inferiore a quello dello scorso anno, ma i raccolti di altri prodotti essendo ottimi, non si hanno eccessive preoccupazioni per l'alimentazione.
