On the fourth anniversary of the conclusion of the Tripartite Pact, through which Italy, Germany and Japan express one and the same will for the affirmation of a new and just order in Europe and Asia, I ask Your Majesty to accept the wishes of the Fascist Italy as well as my own personal wishes for common victory.
